DOCUMENTARY PREMISE:
The legal system throughout the country is protecting the criminal and leaving the victim to fend for
themselves to try and fight only to be passed by, pushed aside and in a lot of cases killed. I am a
victim of stalking, death threats, and harassment. For the last 3 years I have been fighting to have my
stalker put behind bars. I had to fight very hard on so many levels, move, change numbers and have
security with me on several occasions only to find out this criminally insane woman is now released.  

The ideal of this documentary is to let people see the realism of the drama that victims endure and
have very little  recourse, to see, understand and feel the raw emotion of these people and see them
as not just another police file but human beings who are parents, brothers, sisters, daughters and
sons… how the trauma the psychological and often physical rape of what they are going through
effects not only them but their family and loved ones  We will also interview Detectives so we can
understand how legislation his tying their hands and how many cases they have to deal with on a day
to day basis, Psychologist to tell us what makes these criminals tick...and how to attempt to make
them stop if that is even a possibility.

GOAL:
The State of California has the strongest laws against stalkers in the U.S. as well, throughout the world.
Yet California laws still need to be amended. This is one of our goals. To set into action amended laws not just for
stalking but for victims of other violent crimes. The purpose of the documentary is to show other states the effects of
these crimes on a human level and to amend their legislation so that every citizen in every state of the United States of
America can have their constitutional civil rights protected.
The facts are that 1,006,970 women and 370,990 men are stalked annualy in the U.S.
38% are ordinary citizens.
32% are lesser known entertainment figures.
17% are highly known celebrities
13% are former employer, other professional associates.
69% of female victims and 81% of male victims had their protective orders violated

GOVERNOR SCHWARZENEGGER AND STATE ASSEMBLY MEMBER MIKE FEUER'S OFFICE: I HAVE
RECEIVED POSITIVE SUPPORT FROM BOTH OFFICES...

Dear Governor Schwarzenegger
July 17, 2007
RE: CDCR 1707

In my efforts to amend legislation, one of the major changes needs to be in the victim notification system.
As to date the victim has to file what is called a CDCR 1707. This document is a request form . Most victims are not
even aware that this form exist.
The victim can request notification of release regarding an offender and applying for special conditions of parole…etc.

This is a big gray area and needs to be amended. The following is why and let me add that I am not the only citizen this
has happened to.

( My stalker Wendy Feiner, Prisoner number X24160)

I filed a CDCR 1707 on March 23rd 2007 with the California Department of Corrections requesting that I be notified
when Ms. Feiner was to be released and where she would be released. As well I requested that Ms. Feiner be paroled
35 miles outside the County of Los Angeles .
On April 23rd 2007 Ms.Feiner was released only a few miles from my home… On May the 4th, 2007 I was notified
by mail as to her release. Ms. Feiner knows where my P.O. Box is. She has committed a few crimes there which she has
never been held accountable for. My point being, due to the failure of communication in our system, Ms. Feiner the
person who wishes to disembowel me may have followed me from my P.O. Box and now may be aware of my new
place of residence. Once again a failure in the system communications and a violation of My Civil Rights.

My suggestion for the amendment of this law are as follows:

AMENDMENT: A CDCR 1707 is no longer required. The victim of stalking and/or any violent crime will be
immediately notified a minimum of 7 days before the set release date of the parole by the State through what is suggest
to be referred to as an  “Automatic Victims Notification System”
If the victim cannot be contacted by phone after 3 unsuccessful attempts an officer must make every reasonable
attempt to contact the victim in person at their home, work, ect. to notify the victim of the release date no less then 7
days before the date of release.

Attached are my CDCR 1707 and the letter from the State of California – Department of Corrections and Rehabilitation
in response to my CDCR 1707 which as you can see by this letter and the attached letters from the CDCR, the system
doesn’t work as is.
The parole officer of XXXXX XXXXXX didn’t even have the CDCR 1707 until I along with Detective XXXXXXX
(who became a victim in this case) faxed it to Agent XXXXX of the Inglewood Parole Complex on 05/10/2007 . Agent
XXXXX was assigned as Ms. Feiners’s Parole officer. His number is XXX-XXX-XXXX.

before you with praise and thanksgiving for the marvelous work
that you have done for us.  You gave your only-begotten Son, our
Savior, to die on Calvary’s cross and to suffer such torture, so that
we could be your children.  You paid the price that it cost for all of
our sins and the disobedience that we continue to do in our lives.  
Thank you right now for breaking the power of that sin in our
lives and setting us free from any curses that have held us in
bondage.  We ask this in the name of Jesus for ourselves and for
our families.  We repent for the sins of our ancestors and of our
nation.  We ask that you will cleanse us with the blood of Jesus
Christ as white as snow.  Thank you that you will remember those
sins no more.  We humbly ask that you will help us to continue to
obey your word, to seek your face, and to love and love some more.  
Thank you for all of the wonderful blessings of rest, health,
prospering in your way, being able to bless those who curse us,
being able to forgive and be forgiven.  Thank you for encouraging
us to speak your promises against any problem that we have.  Give
us faith that is greater than our problems.  Help us to forgive those
we have not forgiven, even if they have cursed us.  We repent for
any occult or occultist practices in our lives and in our families, or
anything that we have permitted to get into our lives that have led
us away from making your Son, Jesus, our Lord.  Give us the
strength to glorify your name in all situations, to give the sacrifice
of praise and thanksgiving in place of complaint and
discouragement.  We thank you, Heavenly Father, for all that you
have done in our lives and are going to do, in the name of our Lord
Jesus Christ.  Amen.
